On 27 July the FCO updated its advice on travel to Span
With immeadiate effect the FCO have advised that only ESSENTIAL travel be made to any part of Spain - including the Balearic and Canary Islands

With immeadiate effect the FCO have advised that only ESSENTIAL travel be made to any part of mainland Spain.
NOTE this does NOT include the Balearic or Canary islands.

Updated 24 July Foreign office Advised NO TRAVEL Countries changes
The Foreign Office has added a number of new countries to the list exempt from its advice against all but essential travel.
Among the new additions are Sri Lanka, Cuba and the Cook Islands.
The others added are Aruba, Curacao, Falkland Islands, Guadeloupe, St Maarten, St Martin and St Barthélemy, British Indian Ocean Territory, Cambodia, Fiji, Laos, New Caledonia, Samoa, St Helena, Ascension and Tristan da Cunha.
However, not all of the new additions to the FCO "safe list" are on the Department for Transport’s quarantine exemption list. These are: Sri Lanka, Cuba, the Cook Islands, St Maarten, St Martin and St Barthelemy, Cambodia and Samoa.
Moreover, it is best to check the entry requirements of each individual country, as not all countries are currently accepting tourists.

The Foreign and Commonwealth office (FCO) has for some time given a blanket advice of 'no travel' to any country except for 'essential travel'.
This advice is important in that it triggers then cancelation of any insurance cover for people travelling to these destinations as well as causing most tour operators and travel companies to stop holiday travel to them.
From 4th July it issued a list of exceptions to this ban, triggering the go ahead for holidays and business travel to resume.
The list compliments (but may not be exactly the same as, due to different criteria and other, non Covid-19 related, factors) the list of countries where the UK Government has removed the need for quarantine for arrivals from countries.
The FCO exemption list is:
Overseas territories of France are listed separately, where included in the exemption
The constituent countries and special municipalities of the Netherlands located in the Dutch Caribbean are listed separately, where included in the exemption
